The short answer: Henley & Partners takes first place and CitizenX second in our 2026 comparison. Arton Capital, Global Citizen Solutions, Latitude, Immigrant Invest and CS Global Partners follow. We looked at public program coverage, practical support, authorised-agent access, research quality and transparency. We did not test the firms as private clients, and no adviser can promise how a government will decide a citizenship case.

For a family with ties to Canada and the Middle East, it is easy to mix up two very different plans. Canada does not sell direct citizenship. Its business and economic routes can lead to permanent residence, while citizenship comes later for people who meet separate legal requirements. Buying into a citizenship program elsewhere may diversify nationality, but it will not create Canadian residence rights.

How we ranked the companies

We reviewed provider and official program information on 8 September 2026. The questions were practical: which active programs can the firm handle, who does the advising and filing, how much help is available with source of funds and family records, whether authorised-agent relationships are clear, and whether fees and next steps are explained before a client commits.

We did not use claimed approval rates, star ratings or testimonials as decisive evidence. Governments control due diligence and approval, and providers rarely publish comparable audited data. Treat the order as an informed shortlist, then evaluate the provider against your selected jurisdiction and facts.

Seven citizenship by investment firms

1. Henley & Partners: best overall for established global advice

Henley & Partners ranks first. It offers residence and citizenship planning across several regions and publishes an annual citizenship-program index. Its breadth can help a family compare direct citizenship with residence and other mobility routes before committing.

Henley is likely to suit families who want a traditional private-client adviser and a multi-country plan.

Verify: the contracting entity, the local submitting agent, the full family cost and whether legal or tax advice is part of the engagement.

2. CitizenX: best for a digital platform

CitizenX ranks second. It presents multiple programs through an online interface and describes encrypted document handling, real-time tracking, published program pricing and concierge support. The same platform also lists citizenship-by-descent routes.

CitizenX is likely to suit families split between Canada, Dubai and other locations who want one remote case-management environment.

Verify: the authorised local agent, where sensitive records are processed, every third-party fee and any work performed outside the platform.

3. Arton Capital: best for program tools and conventional advice

Arton Capital offers citizenship and residence planning and publishes program-matching, cost and passport-comparison tools.

Best for: investors who want structured comparisons through a long-established advisory style.

4. Global Citizen Solutions: best for research-led comparison

Global Citizen Solutions combines services with a research unit. Its current program-index methodology breaks the decision into procedure, mobility, investment, tax context and quality of life.

Best for: families who want substantial country research before speaking with an adviser.

5. Latitude: best for comparing multiple route types

Latitude publishes citizenship by investment, residence, merit and descent services.

Best for: families who may have an ancestry route or residence option that should be evaluated before direct citizenship.

6. Immigrant Invest: best for compliance-focused content

Immigrant Invest describes itself as licensed for investment programs in the Caribbean and Europe and publishes detailed reports about due diligence and regulatory change.

Best for: applicants who want extensive compliance-oriented education before applying.

7. CS Global Partners: best for Caribbean-focused work

CS Global Partners has a strong citizenship-by-investment focus and publishes detailed Caribbean program materials. Dominica's official CBI unit lists it as an authorised marketing promoter at the time of review.

Best for: families concentrating on Caribbean programs.

Canada PR versus investment citizenship

Canadian permanent residence is immigration status, not citizenship. PR can allow a person to live, work and study in Canada, subject to the law and residence obligations. Direct citizenship by investment in another country creates nationality there if approved; it does not grant Canadian status.

If the real goal is Canadian settlement, schools, employment and a future earned route to citizenship, start with Canadian eligibility. Depending on the family, that may mean economic immigration, provincial nomination, sponsorship or a business pathway. Review permanent residence versus second citizenship, Canadian permanent residence services and business immigration before treating a foreign passport as a shortcut.

Families seeking nationality diversification should analyze the foreign program independently: legal basis, government unit, agent requirement, investment, family scope, due diligence, tax consequences, travel-document value and revocation rules.

Authorised agents and intermediaries

Some citizenship programs require a local authorised agent. The St. Kitts and Nevis Citizenship Unit says applications must be submitted through an approved agent. Dominica's official unit publishes its own list and warns applicants against conducting program business with unlisted entities.

Ask whether the company you hired is the submitting agent, a marketing agent or an adviser working through another firm. Obtain the legal names of all entities, verify the authorised agent on the government website and confirm who receives each payment.

Questions to ask

  1. Why does this program fit our objective better than Canadian PR, residence elsewhere or ancestry?
  2. Is the program active for our nationality and family profile?
  3. Who is the authorised submitting agent?
  4. What is the all-in cost, including dependants and third parties?
  5. Which payments are refundable?
  6. When is the qualifying investment due?
  7. How will source of funds and source of wealth be documented?
  8. Where will passports, bank statements and civil records be stored?
  9. How will previous refusals or legal issues be disclosed?
  10. What does the provider refuse to guarantee?

If a spouse or children also need Canadian status, analyze family sponsorship separately. A foreign citizenship application does not pause Canadian deadlines, cure inadmissibility or change PR residence obligations.
